Under the Asian Development Bank's Technical Assistance (ADB TA 7982-NEP) project, Strengthening of Municipalities for Urban Service Delivery (SMUSDP), a comprehensive GIS-based Municipal Information System (GMIS) was developed for four municipalities—Dharan, Janakpur, Siddharthanagar, and Nepalgunj—in collaboration with Cowater International Inc. (Apr 2012 – Mar 2014).
The project involved the creation of digital municipal maps, a house addressing system, and the development of a Parcel Database Management and Taxation System (PDMSTS). These tools were designed to improve urban planning, streamline municipal services, and enhance local revenue generation.
A Web-GIS platform was also developed between July and December 2013 to provide an accessible and integrated digital interface for municipal staff and planners. This system was tailored to the specific data and operational needs of each municipality, enabling better decision-making, efficient service delivery, and increased transparency in municipal operations.
By combining spatial data with administrative functions, the GMIS initiative significantly strengthened the capacity of local governments to manage urban growth and provide citizen-centric services
